The rookie draft in the Salary Cap League will consist of three rounds, or thirty picks in total. Only rookies may be selected in the rookie draft. Their contracts are not guaranteed. You may drop a rookie at any time during the first season and the 50% fine does not apply.
You do not need to select a player with your pick in the rookie draft. However, once you choose to forfeit a pick, any pick you have remaining past that pick becomes forfeited as well. Similar idea as the Rule 5 Draft which is used in the MLB.
All rookies will be given contracts on the rookie wage scale. Rookie draft picks will be the inverse of the final standings from the previous year.
Initial First-Year Contracts for Rookies: 1st pick - 2nd pick - $20,000 3rd pick - 5th pick - $10,000 6th pick - 10th pick - $5,000 The rest of the picks - $1,000 The adding year wage scale still applies to rookie contracts.

For reference could we get a complete and concise definition of this league's use of the word "rookie" please? If you don't have one, might I suggest using Keith Law's criteria as it's well known, most rookie reports use these parameters and it's pretty fair.

Based off of Keith Law's definition of a "prospect" or "rookie":
1. The rankings are limited to players who still have rookie eligibility; that means they have yet to exceed 130 at-bats or 50 innings pitched in the majors and have not yet spent 45 days on the active roster of a major league club, excluding call-ups during the roster expansion period after Sept. 1.
2. Only players who have signed professional contracts are eligible.
3. I do not consider players with professional experience in Japan or Korea "prospects" for the purposes of this exercise.
